In Gardena, owners of commercial or multi-family residential properties are aware that such “Soft Story” Retrofit buildings are often too weak to withstand the forces of a strong earthquake. This is because such buildings consist of 2 or more stories wood frame construction and were built under building code standards enacted before 1978.
Although the City of Gardena does not currently mandate the retrofit of Soft Story buildings, the City has long had a voluntary program in place for retrofitting such weak buildings. As such, Gardena Building Standards Code, provides information on the City’s earthquake hazard reduction plan for Soft Story buildings, and it is anticipated that the City’s program will be a mandatory program in the near future.
Gardena property owners must take note of two state laws that mandate safety inspections for buildings that: (i) have three or more units; (ii) have “Exterior Elevated Elements” (EEE’s) such as wood, or wood-based exterior balconies, decks, porches, stairways, walkways, entry structures, or other exterior elements with walking surfaces; and (iii) have EEE’s that are six or more feet off the ground.
These Balcony Inspection Laws (California SB 721 and SB 326) apply to Gardena and its surrounding areas, and both have a compliance deadline of January 1, 2025, to complete the first inspection of the building.
