In Hidden Hills, owners of commercial or multi-family residential properties are aware that such “Soft Story” Retrofit buildings are often too weak to withstand the forces of a strong earthquake. This is because such buildings consist of 2 or more stories wood frame construction and were built under building code standards enacted before 1978.
Homeowners and owners of Hidden Hills Soft Story commercial properties know that they have an urgent need to retrofit their buildings to safeguard them from the destructive forces of earthquakes. Soft Story structures are multi-story buildings that have large open spaces on their first or second floors, instead of walls that are typically required as part of a stable earthquake engineering design (one example is an apartment building’s “tuck-under” parking garage structure).
Hidden Hills property owners must take note of two state laws that mandate safety inspections for buildings that: (i) have three or more units; (ii) have “Exterior Elevated Elements” (EEE’s) such as wood, or wood-based exterior balconies, decks, porches, stairways, walkways, entry structures, or other exterior elements with walking surfaces; and (iii) have EEE’s that are six or more feet off the ground.
These Balcony Inspection Laws (SB 721 and SB 326) apply to Hidden Hills and the rest of California. Both of these balcony inspection laws have a compliance deadline of January 1, 2025, to complete the first inspection of the building.
